President Biden released this memorandum on Jan 26. On the outside it looks great, but the language used is, "Consult" where it really should be "Consent." I applaud Mr. Biden for his acknowledgment of some of these issues, but my optimism is guarded. Like most of the presidential rhetoric for the last two hundred years, there's no commitment here.
